There are a few things you can do to troubleshoot this problem before having a technician out. 

• Check that the thermostat is switched to “ON” as opposed to "AUTO" or that the temperature is not set too high to signal your cooling to kick in.
• Next, change the filter and clean your condenser if necessary.

If your problem continues, you may have an issue that needs professional repair such as a refrigerant leak.

It's not unusual for your unit to produce a little white noise. But, if your air conditioner starts making a new sound, we would suggest having a technician evaluate and possibly diagnose an existing issue before it worsens.
